The Police Commission Minutes May 18, 2005 Guilford Police Headquarters 5:30 P.M. Present: Commissioner Members:
Others:None Meeting was called to order by Chairwoman Carlson at 5:30 P.M. 1. Approval of prior meeting minutes Motion:Motion made by Commissioner Cole, seconded by Commissioner Dostert to approve the minutes of April 20, 2005 as presented. Vote:In favor:Chairwoman Carlson, Commissioners Barrett, Cole, and Dostert Opposed:None Abstained:Commissioner Limauro 2. Public Forum None 3. Traffic 3.1. No Parking Whitfield Street Commissioner Limauro and Chief Terribile presented a diagram of the intersection of Whitfield Street just South of Water Street. They explained the sight line for vehicles exiting the Lupone’s Plaza driveway is blocked by parked vehicles on the westside of Whitfield Street. It was recommended to the Commission that approximately the space of three small cars (or two SUV’s) be marked “No Parking” to improve the sight line. It would require two no parking signs and arrows from the driveway south 30 feet to #103 Whitfield Street. Commissioner Dostert asked if this would impose a burden on the residents living at 103 Whitfield? Chief said there is parking available for those residents on the side of the house as well as in the rear of the house. Commissioner Cole asked if anyone has talked to Michael’s Jewelers? Commissioner Limauro said that he had spoken to them in the past and there is sufficient parking available in the rear of Lupone’s Plaza for their customers. Motion:Motion made by Commissioner Limauro, seconded by Commissioner Barrett for the placement of two no parking signs with appropriate arrows on the westside of Whitfield Street. The First sign just South of Lupone’s Plaza driveway and the Second to be placed approximately 30 feet further South by #103 Whitfield Street. Vote:In favor:Chairwoman Carlson, Commissioners Barrett, Cole, Dostert, and Limauro Opposed:None Abstained:None 3.2. Bicycle Parade/ Highwoods Drive Commissioner Limauro and the Chief went to the area in question and it appeared that the parade/ block party would not affect traffic for the thirty-minute time frame. Chief said that years ago the neighborhood used to have an annual party and there were not problems. The Chief recommended for public safety that any grills and the proposed porta-potty not be placed in the street but on private properties to ensure access for fire and police. The Commission requested a letter be sent to Mr. Heintz. Motion:Motion made by Commissioner Barrett, seconded by Commissioner Cole to add 4.1.5 Update/ Animal Shelter Building to the agenda. Vote:In favor:Chairwoman Carlson, Commissioner Barrett, Cole, Dostert, and Limauro. Opposed:None Abstained:None 4. Committee Reports 4.1. Facilities/Equipment 4.1.1. Vehicles Chief Terribile reported the Department was able to save money on the purchase of the new Blazer and are able to purchase it for approximately $26,000. Lt. Hocking is currently working up the specs for another vehicle. He said we are waiting for the trailers, and have not received any word on the 2004 Homeland Security grant to purchase a new truck. Chief Terribile reported another accident with a deer, which occurred last evening with Car 7. Chief said that we have gone a few years without any accidents, and this year we have had our share. The officers have been instructed to drive carefully. 4.1.2. AS 400 Chief said paperwork is in process in preparation for July 1st; and hope to have the price for the June meeting. 4.1.3. Copiers Chief Terribile said when the contract is ready we will send them over to Town Hall for the Selectman’s signature. One of the new color copiers will be placed in the Administrative Assistant’s office replacing both the copier and the color printer. The color printer will be placed in the Report Writing Room. The other one will be replacing the copier in Copier Room. 4.1.4. A.F.I.S. The Chief said the A.F.I.S. system was cut from the 2005/2006 Budget. 4.1.5. Animal Shelter Building Commissioner Barrett reported the construction for the new shelter has begun. The contractor ran into a problem finding a pocket of “junk fill” while pouring the foundation. The problem was corrected by filling it in with cement. He said he feels confident with the Committee with its experienced members, such as Joe Milano, Lt. Hocking, etc. He said he will be reporting at each meeting now through completion and requested the item be placed on the agenda each month. Chief Terribile reported that the contractor has been very clean and has not caused any disruption. 4.2. Personnel 4.2.1. Guilford Employee Association - New Contract Chief Terribile reported that the Guilford Employees Association has a new contract. Additions to the contract are a sick time incentive program. If an employee does not use any sick time during a quarter( i.e. Jan - Mar) they receive a Vacation day. Chief said we have six contracts in the department, G.E.A., N.A.G.E., Local 343 B.P.O.E., Confidential Employees, Chief and Deputy Chief. The N.A.G.E. negotiations will be coming up soon as their contract ends June 30, 2005. Commissioner Cole asked who would be involved in the negotiations for N.A.G.E.? Chief said Chief Herrschaft, Joyce Forte, Attorney Dorney as well as himself and Commissioner Cole. 4.2.2. S.N.T.F. Funds Chief Terribile said he received a letter from the State stating the fund to supplement the officer we have assigned to S.N.T.F. has been depleted and we will not receive money for May or June. It is also questionable whether we will be receiving any money next year either. Commissioner Cole asked if we should leave the officer there? Chairwoman Carlson asked what the annual costs were to have the officer assigned to this program? Chief said basically it’s his salary. Chief explained that if the officer wasn’t there the officer would be assigned to the same type of duty at the department. The advantage to having the officer on the State level is numerous. The officer receives a car, gasoline and back up and equipment not readily available if the officer were to work alone at the department. Commissioner Barrett asked if there was a possibility for the money to resume next year? Chief said right now there is no way of knowing. Commissioner Barrett noted that we may be short in next year’s Budget as a result. Commissioner Cole said he felt it would be prudent to pull the officer back instead of hiring new officers if we should be in need of more officers in the future. Chairwoman Carlson said we would have to discuss that possibility before we did hire a new position. Commissioner Cole said that he is just be sensitive to our body count. Deputy Chief Hutchinson pointed out there were monetary advantages to having the officer on the State Level. We have in the past seized cars, which are used for under cover work. Currently we are in the process of seizing a home in Guilford. 4.2.3. I.A. 2005-01 Chief Terribile reported information regarding an internal investigation that took place regarding an accident with the Supervisor’s vehicle. After the investigation, the supervisor was given a D.O.R.( Daily Observation Report). Motion:Motion made by Chairman Carlson, seconded by Commissioner Cole to add 4.2.4. Salary Increases for Chief and Deputy Chief to the agenda. Vote:In favor:Chairwoman Carlson, Commissioners Barrett, Cole, Dostert, and Limauro. Opposed:None Abstained:None 4.2.4. Salary - Chief and Deputy Chief Motion:Motion made by Commissioner Dostert, seconded by Commissioner Carlson for a merit increase of 2.5 % in addition to contractual increase of 3% for both the Chief and Deputy Chief. Vote:In favor:Chairwoman Carlson, Commissioners Barrett, Cole, Dostert, and Limauro Opposed:None Abstained:None Chairwoman Carlson asked that a letter be sent to the First Selectman. 4.3. Communications 4.3.1. Letter from Charles Sherwood/ Deputy Chief Hutchinson Commissioner Dostert read a letter from Charles Sherwood of South Central Criminal Justice thanking Deputy Chief Hutchinson for his participation on an assessment panel to hire for the West Haven Police Department. 4.3.2. Letter from CT. Yankee Council, Boy Scouts of America Commissioner Dostert read a letter from Stephen Hoitt of the Boy Scouts of America thanking the Guilford Police Department for their commitment to scouting by starting the Explorer program. 4.3.3. Letter from Tulsa County Sheriff’s Office Commissioner Dostert read a letter from Sheriff Stanley Glanz of the Tulsa County Sheriff’s Office in Tulsa, Oklahoma congratulating the Guilford Police Department on their C.A.L.E.A. Accreditation. 4.3.4. Letter from the Clinton Police Department Commissioner Dostert read a letter from Chief Joseph P. Faughnan thanking us for the use of our motorcycle for the funeral procession for Deputy Fire Chief Jeffrey Miller. 4.3.5. Letter from Lizzie Zupkus/ Officer Brooks Commissioner Dostert read a letter from Lizzie Zupkus thanking Officer Brooks for all of her work recently on the Tip-A-Cop event at Chips Pub II. 4.3.6. Letter to Wal-Mart Commissioner Dostert read a letter forwarded to Wal-Mart thanking them for their generosity when a victim of an assault was brought into the store to purchase an outfit of clothing which was destroyed in the assault. Chief Terribile said that the Department was prepared to purchase the outfit, when the manager insisted that Wal-Mart would take care of everything. Motion:Motion made by Commissioner Dostert, seconded by Commissioner Cole to add 4.3.7 Letter from Melissa Gilligan to the agenda. Vote:In favor:Chairwoman Carlson, Commissioners Barrett, Cole, Dostert, and Limauro. Opposed:None Abstained:None Chief Terribile spoke to the Commissioner regarding Officers Shove & Moreno as they appeared recently at a Day Care Center; the owner expressed gratitude and appreciation for their excellent presentation. Chairwoman Carlson added that both Officers Shove & Moreno had attended a Sunrise Neighborhood Meeting recently. They stayed over an hour answering questions and giving tips regarding Neighborhood Watch. Chairwoman Carlson said the very next day, a supply of Neighborhood Watch material was delivered to her door. 4.4. Budget/ Finance 4.4.1. 2004/2005 Budget Chief reported that nothing appeared to be out of line. The only line item of concern was gasoline Commissioner Barrett asked what the projected surplus was going to be? Chief said approximately $52,000; up or down) 4.4.2. 2005/2006 Budget Chief said the Budget has passed and Administration is in the process of preparing purchase orders and contracts. 5. Monthly Reports Commissioner Cole asked what “EL” was on the Patrol Replacement Report. Chief explained that it represented family emergency leave. He said that when doing the employees evaluations, only the sick time used is considered for counseling, not Sick EL. Chairwoman Carlson asked if there were any more questions regarding reports? 6. Old Business 6.1. Guilford Public Schools - Mrs. Truex Chairwoman asked if everyone received copy of the letter from Mrs. Truex? 6.2. Grievance 2005-01 Chief Terribile reported that we had received a bill for $25.00, from the State for filing the Grievance as the grievance has been elevated to Arbitration. A copy of the grievance has been forwarded to Attorney Dorney. Chief said he has spoken to Officers Mastriano and Dube regarding a possible solution. Attorney Dorney will be putting together a solution in legal terms. He said it was his hope to resolve this matter before Arbitration. Commissioner Barrett asked if he could see the letter after Attorney Dorney composed it? 7. New Business None 8.
