PRESS RELEASE April 27, 2005
The Guilford Police Department receives several requests every year for installation of Traffic
Signs and other Control Devices. Every effort is made to accommodate our citizens' requests,
and improve traffic safety, however not all requests may be granted. We would like to issue the
following guidelines regarding proposed traffic signs and control devices:
- All requests should be sent to the attention of the Board of Police Commissioners, who are
the statutory traffic authority for the Town. If the request involves a state highway, it is
then forwarded to the State of Connecticut Department of Transportation for review and possible
action.
- Sign requests involving locations under the control of the Town of Guilford are investigated
by a member of the Police Department. Depending on the type of sign or device requested, traffic
and pedestrian counts, speed monitoring, or site surveys are conducted to determine need and
feasibility. Additional recommendations, such as tree trimming, road reconstructions or obstacle
removal are also considered.
- If a new or replacement sign is needed, a favorable recommendation is sent back to the Board
of Police Commissioners for a vote. If approved, the sign request is forwarded to the Department
of Public Works for purchase and installation.
- All requests for signs and traffic control devices shall conform to the U.S. Department of
Transportation, Federal Highway Administration's Manual on Uniform Traffic Control Devices
(MUTCD), including but not limited to specifications for layout, size, lettering, locations,
colors and legend.
- It should be noted that not all sign requests may be honored or allowed, as they may not
conform to current safety and MUTCD Guidelines. An example such as this is the sign "Slow,
Children Playing." Once a widely used and posted sign, they no longer conform to MUTCD
standards, as the Federal Highway Administration has ruled that street and roads are for
the use of vehicles and not for children to play in. Another example is a "Blind Driveway"
sign. All new driveway construction must adhere to certain sight line standards, thus
eliminating "Blind Driveway" signs. This sign will only be erected in extreme cases
where reconstruction of the sight line is impossible by engineering means, especially on older
drives that have seen a change in traffic patterns and usage.
- Signs that are currently posted are replaced as needed to conform to MUTCD requirements
for size, readability and reflectivity requirements. Signs that are no longer needed are
also removed from service, as road construction, traffic changes or other factors have made
the use of a particular sign obsolete. Signs that are found to be damaged or defaced are
repaired as soon as possible after being reported.
